From a 2012 thread, I found the following, could anyone in the know tell me if this is still how tithing slips read?

So when you think you are donating $20 in fast offerings to help out the poor, just keep in mind it's just going into the general tithing pool. It would be better to send the $20 directly to the poor.

Or twenty dollars worth of socks to Doctor Steuss. He distributes food and clothing to the homeless in Las Vegas.
ETA: Winter is coming! I wonder what other things Doctor Steuss needs in they way of fast offerings for his homeless friends?

Yes, the folks in Canada found out about this the hard way. From what I understand, their donations for one year all went to BYU.
