Yes. I think that's Tom (it's an old photo and all Osmonds look alike). His older brother Virl was deaf, too. They were kind of kept out of the public eye.

I don't think that is picture of Tom Osmond. ^^^^ Here's one of both Tom and Virl Osmond.
