That's not answering the question, but it does give some insight into your (lack of) ability to suspend your own experience and try to empathize with someone who's been through something highly disturbing. It's not like women are raped and think to themselves, "Well that kind of sucked. Oh well, what can ya do?"
So are you saying people have a duty to report all crimes, provided they're serious crimes? Do you think women never believe the line, "If you tell anyone, I'll come back and kill you"?

No, I don't think she has an "obligation" to report it. It would be nice, and if she were a fully mature adult, we might hope for more. But a traumatized teenager? One that might not know if these guys planned to try it again, or worse? One that's likely never dealt with law enforcement before?
I've never been raped either, but if I were, I imagine having to deal with all kinds of crap that would take a larger priority than reporting it. You talk about this like someone stole her car.
