If you could manage to put the conduct of elections beyond political control, that would (from my outsider's viewpoint) probably be a good thing for democracy. C'mon now. You know very well what is at issue here. If you are a member of party X, and that party wins a majority in a given year in district D, should you have the untrammelled power to alter electoral boundaries, change voter registration procedures, and make voting more or less difficult in given areas under your control, with the aim of making it next to impossible for your political opponents to win an election again? Should all that be a simple 'political' decision taken by whoever happens to be then in power?
Or should there be some mechanism in place that does not allow a temporary political advantage to be turned into a permanent hold on office by anyone who is unscrupulous enough? I don't like certain aspects of the UK electoral system, but I have never so far been in a situation where I have found myself seriously concerned that a government for the time being was engaged in rigging the conduct of the next election to its own advantage. That is because there are bodies such as this one (have a look) which are not under immediate political control, whose job is to ensure that elections are free and fair:
