While it seems more significant that he relates the deity more specifically with pharaoh, this is not as significant as it would seem. It is like saying that an image of Mars, Jupiter, Apollo, Dionysus, Serapis, etc. is the "god of Caesar." All of these gods were related in some way to the Roman emperor in various contexts, but they could also have little to do with the emperor in others.
