So human populations that originated in locations where the UV radiation levels reaching the surface of the Earth were high, had a tendency to sin by refusing to accept the gospel according to Mormonism.

Perhaps it was because people in cold, cloudy places needed to cover their bodies, they weren't tempted into sexual deviations such as masturbation.

A more interesting question to ask Romney would be "Do LDS believe Obama's skin color will change when Obama is resurrected?" Since the doctrine hasn't changed, according to some, then it would have to be white and delight-some or some sort of nonsense like that.
