It was only refurbed because it was previously scheduled to be refurbed using the funding provided by the Obama admin. Trump is constantly trying to take credit for things that were already happening before he got elected. Like companies opening more plants and hiring more people. He does this crap all the time. A $789 million contract was awarded to the Texas-based company SLSCO Ltd. for the construction of border wall in Santa Teresa, New Mexico which is located in the El Paso sector of the border. A second $187 million contract was awarded to the Montana-based Barnard Construction Company for work in Yuma, Arizona. The contracts were awarded by the US Army Corps of Engineers.
