Instead of filing it's own lawsuit, Minnesota intervened in Washington's.

The emergency motion will be filed with the 9th Circuit. There are a crew of attorneys drinking lots of coffee tonight.

The order doesn't restore the revoked visas, so the administration could technically continue to bar entry on the ground that folks don't have valid visas. But that kind of approach risks pissing off a federal judge that is already inclined to rule against them.

ETA: An emergency motion can be filed electronically. As soon as it is filed, the motions department starts calling judges on the motions panel until it reaches a judge. That judge can rule on the motion, or hold a telephone hearing with the other judges on the panel.

It's their own fault. They should have made these determinations before going forward with the executive order. Personally, I find it outrageous that they didn't.

ETA: CPB had a conference call with the airlines and told them that folks previously banned under the executive order can now board flights to the US. So it looks like the administration is going to comply while they move for a stay. https://t.co/3mAsApoJmL

Initial reports of the executive order resulting in 100k visas being revoked was revised down to slightly under 60k. This is still a head-smacking amount and offensively large in the face of the administration's prior efforts to downplay the impact of the order.

Also, there's this report gives insight into what happened at Dulles and it is as not good as one might imagine:

It looks like the CBP tried to avoid the effect of the CA and MA TROs by pressuring the airlines to not let folks board at their pints of departure. That's what the Slate article I linked to implied.

I doubt the Judge in VA will be pleased to hear that CPB "complied" with her order by giving foreign nationals a list of phone numbers for lawyers on a weekend.

This is why you run draft EOs by all the affected agencies, so folks can ask questions like "What about green cardholders?" and "WOuldn't it make more sense to have the order apply to people who haven't boarded planes at the time the order is issued?" and "Who's in charge when the lawsuits get filed and what's their cell number?"
