2006 is most recent and I do not think there are any changes in Church discipline.
As far as I know, it's not supposed to be made public, though I know quite a few folks have access to it. Also, there may be a newer version available. I do not believe updated versions are announced to the general membership--at least they weren't when I was a member.
Anyway, it's there for the reading.

Sure they can. I think if some woman wanted to read it and asked to borrow a copy most reasonable bishops would let her see it. And women have their own copy of book two.
