That IP, as I've repeatedly said, is leased to you through an ISP who owns the IP. There are about 4 billion IPv4 addresses that exist, and they are all owned--owned by ISPs, very large companies like GE, government entities like universities. They are not owned by individuals or regular businesses, they are leased. If you look up the IP origin information, you will see that they are owned by, for example Comcast.

I think you're thinking of how large blocks of them are bought and sold. They're then resold to end users for as long as those users want to pay for them.

The fog you've generated to avoid acknowledging the simplicity of using IP Addresses as confirmation isn't impressive. It looks just like what it is. A mass of fog to avoid confronting that which is obvious.
