I cannot think of any religious tradition where the prophets role is to make a bunch of accurate predictions. To lead clarify and inspire would be more the job. Of course that leaves plenty of room to hope for more inspiration and help with social issues.
A prophet is a person who has been called by God to speak for Him (see Jeremiah 1:4–5; Amos 3:7; John 15:16; Doctrine and Covenants 1:37–38). Prophets testify of Jesus Christ and teach His gospel. They make known God’s will and true character. They denounce sin, warn of its consequences, and help us avoid deception (see Ezekiel 3:16–17; Ephesians 4:11–14). At times, they prophesy of future events. Prophets are able to perform these responsibilities because they receive authority, keys, and revelation from God.
The bit about helping us avoid deception is particularly ironic given the Church was fined a lot of money for a decades long scheme signed off by the Prophet that was designed to deceive the SEC, the IRS, and the membership.

MG is claiming that such a creator, whom he has chosen to believe in, exists, and is the subject of the conversation.
Many other participants in the conversation reject that claim due to lack of convincing evidence.
However, if others accept, simply for the sake of argument, that such a creator exists, "He doesn't quite have it all together." is a pretty good and defensible position to take.

I think he is saying that the armchair critics really don't have a leg to stand on in this instance. The Hill Country did not have an early warning system and there was poor cell coverage. And then the one-hundred-year storm...

He said, "under the circumstances'. Folks seem to be prejudging things and placing blame on others. I think the President is simply saying, 'screw you people', get a life! Everyone knows this was a disaster. To go pointing fingers at Trump...because he's Trump...is a bit foolhardy, at least in this instance. There were other factors at play.
Trump is known for hyperbole. If he uses the word "evil" he is probably saying that some folks are simply trying to rouse up trouble where it is unnessary to do so in this instance.
As with much that goes on here on this 'obsession' board, I think you're making a mountain out of a molehill.
