Not sure about what horror category it would fit into, but that "rainbow coalition against gay marriage" commercial put together by the front group National Organization for Marriage, boasts some pretty spooky background effects.

I voted for the Americans. in my opinion, early John Carpenter, Tobe Hooper, Wes Craven, and George Romero films can't be beat. Don't get me wrong, I love the Italian Giallo films, especially those by Dario Argento. I'm not a big fan of Japanese horror, unless it's Miike. The French have made some kickass horror films lately (i.e. High Tension, Frontiers, Inside) that surpass any American output of the last few years.
