When do we marry Lamanites?

The above is supposed to be from a revelation given through Joseph Smith. Is this really one he 'received' while getting direction for missionary stints for some of the brethren to go to the Lamanites and teach them the Gospel? If so, when did/do the brethren start marrying Lamanites? Or was this orders to take Lamanite women as plural wives? If so, why didn't the men of that time obey the revelation?

IMHO, there was a division among them. Joseph Smith thought Native women were hot, others thought that such practices were akin to bestiality. He wasn't as racist as some others. Which doesn't say much.
