Unfortunately, this happens all across the world in all Religions not just Mormonism.
However it is more damaging to the Mormon church than any of the others because...
Mormons believe that church callings come from God by divine inspiration, (promptings from the Holy Ghost) through the Higher ranks of local priesthood leaders.
it is not the leaders who choose it is God, Therefore God is responsible for this man being a High Councilor.
A high councilor assists the stake presidency with church business throughout the stake, each having there only little groups to look after, Young men, young women, etc...
he also sits in on church courts which are held when someone has committed sins that require more than just Jesus forgiveness but the church leaders to judge the out come.
they also travel throughout there local stake (stake is a collection of churches in a local area) often as a guest speaker as they are the cream of the crop, those deemed so strong in the faith that they wont return to sin.

PrickKicker: I used to be a Narrow minded, short sighted, Lying, Racist, Homophobic, Pious, Moron. But they were all behavioral traits that I had learnt through Mormonism.
