Standing alone, no, it isn't. If you put the picture in context, then it might be, since J. Edgar Hoover was reputed to be a transvestite. Just like I could say this is a picture of Thomas S. Monson:

In context, a lot of people would get the joke---saying that Thoms S. Monson looks like Uncle Fester.
The picture of zeezrom's you were questioning has more in common with Jesus than "a human being with two eyes." It was this:

In context, the crown of thorns is depicting Jesus. The message of the picture is that there is a sense in which we are all Jesus. You're aware, are you not, that art---written, drawn, sculpted, etc.---is sometimes meant to convey an abstract message? Did you not know this?
