Data from Utah’s first year of screening welfare applicants for drug and alcohol abuse reveal that the Department of Workforce Services spent over $30,000 on surveys and drug tests but saved an estimated $369,000 in unpaid benefits because of the scores of applicants who walked away rather than submit to the scrutiny.
More information on how this worked: Utah State Workforce Services only asked about drugs on a page length section with multiple questions. Even though they answered no, a red flagged alert of potential drug use was generated on one thousand profiles. The $369,000 savings was accrued when these potential dopers walked away rather than being tested.
Since all had dependent children as part of applying for AFDC, it makes me wonder what happened with these children.
Their parents decided they needed to get jobs to properly support their kids.
by the way, D&C 89 doesn't say we are to "eat meat sparingly". Well it does say "sparingly" but it doesn't mean RARELY which is how you're interpreting it. We know this because of the next sentence in which God states that it's okay to eat meat at other times, other than cold, winter, and famine, which if you knew the history is when meat was most eaten because it was nearly the only thing to eat at those times.
Thus, the "doctrine" is simply that we moderate our intake of meat, and that is according to our own judgment, not that we rarely eat it. And this has always been the doctrine, perfectly in line with the scripture.
Further, both Biblical scripture and other D&C scripture specifically states that whoso forbideth to eat meat is not of God, thus directly condemning Vegetarianism.
In conclusion, it wasn't meaning "rarely" it was meaning sparingly, and what that is is according to our own judgment.

The real scandal is that you could give out straight cash to welfare recipients to the point that they receive much more than they do now and cut social spending in half or better.
