I agree that it will expand the pool.

To illustrate, assume there are 10,000 Sisters who would go this year as 19-year olds. Of those 10,000, how many would choose to go in two years from now when they turn 21? Of the 10,000, there might be 4,000 who won't go because they get married or get engaged, 1,000 who won't go because they get really excited about school and career, and another 500 who leave the church or become so disillusined they decide not to go.

Using those numbers as examples, a cohort of 4,500 leaving at age 21 turns into a cohort of 10,000 leaving at 19.

A similar effect happens with the guys-I-mean-Elders.
