Report: Taxpayer Cost to For Each Illegal ‘Unaccompanied Child’ Budgeted at $17,613


As the influx of unaccompanied illegal immigrant minors from Central America has increased, so too has the cost to assist each migrant, according to a new report from the Center for Immigration Studies.

CIS reveals that the cost per “unaccompanied alien child” has more than doubled since FY 2010, when the cost per UAC was $8,217. CIS projects that the cost in FY 2017 will reach $17,613.

CIS senior researcher Nayla Rush, the author of the report, reached the cost per UAC by looking at the total budget requests for UACs in FY 2017 and the number of UACs expected to illegally cross into the U.S. in FY 2017.

“The Unaccompanied Children (UC) program FY 2017 request is $1.226 billion in funding, which is an increase of $278 million from the FY 2016 enacted level of $948 million,” the report reads. “Also included in this FY 2017 Unaccompanied Children program budget request is a contingency fund triggering additional funds not to exceed $400 million. It is expected $95 million will be used from this contingency fund in FY 2017.”

The Obama administration is projecting that it will need to cope with at least another 75,000 UACs illegally crossing the U.S.-Mexico border in FY 2017.

The U.S.-Mexico border has experienced a surge in illegal immigration from Central America in recent years with UACs and “family units” crossing into the U.S., seeking to stay. UACs from noncontiguous countries in the are granted special treatment once apprehended in the U.S., and placed in the care of — often other illegal immigrant — parents and sponsors ostensibly to await immigration hearings.

As Rush details, “From 8,000 in FY 2008, the number of apprehended unaccompanied alien children (UACs) grew to 69,000 in FY 2014. After a slowdown last year (around 40,000 apprehended), border officials are expecting significant increases throughout FY 2016 and into FY 2017 (up to 75,000, if not more). According to DHS,the number of UACs coming across the border almost doubled in FY 2016 compared to the same period in FY 2015.”

While immigration activists and Democrats blame the influx on “push factors” like violence in the migrants’ home countries. Immigration hawks and Republicans have pointed to the Obama administration’s dilution of immigration law and executive amnesty for the migration.

Yes, most of the illegal immigration into our country has been coming from Central America and other countries besides Mexico.


Donald Trump's appeal is based on yesterday's news

The fact is that net Mexican immigration since the 2007-08 economic collapse has slowed to a trickle. Data compiled by the Pew Research Center, accepted as reasonably accurate by experts on all sides of the immigration debate, show that net migration from Mexico to the United States since 2007 has been zero. The numbers of illegal Mexican immigrants in the U.S. has declined from 6.9 million to 5.9 million.

Barely half of the country's illegal immigrants now are from Mexico, and in 2014, for the first time, more non-Mexicans than Mexicans were apprehended on the border. More immigrants now come from China and from India than from Mexico.



Trump's plan to build a big wall along the southern border, and to try to get Mexico to pay for it would likely reignite illegal immigration from that country.

They just walk up to the border in the dessert and let the INS rescue them. Sometimes the parents will pay coyotes up $7k to smuggle them across. I'm sure it's very dangerous, but that's a risk the parents seem willing to take. Once the kids are in, the parents are moved to the front of the line to come into the US.

Yes, they are crossing through Mexico, but they are Not coming from Mexico. Why Not try to get the countries in Central America to pay for the big wall along the southern border???

If GOP Primary voters biggest concern this election really was to significantly reduce illegal immigration, then they should have gone with Senator Rubio over Trump. in my opinion, Senator Rubio had the best plan to significantly reduce illegal immigration among all of the Republicans running this election.

That is a complete Brietbart falsehood. It is really amazing how someone who poo-poos on "biased" sources that refute his racist presuppositions will gladly embrace even more biased sources because they'll confirm them. Just look at Brietbart's page, with a huge photo of all those brown children. Scary!

This notion that kids just walk over here planning to get arrested, and then file some papers to have their parents come in legally is a joke. It is just another example of Brietbart fantasy.

What happens to unaccompanied children once they are in U.S. custody?

The majority of unaccompanied children encountered at the border are apprehended, processed, and initially detained by CBP. Unlike adults or families, though, unaccompanied children cannot be placed into expedited removal proceedings.

Children from non-contiguous countries, such as El Salvador, Guatemala, or Honduras, are placed into standard removal proceedings in immigration court. CBP must transfer custody of these children to Health and Human Services (HHS), Office of Refugee Resettlement (ORR), within 72 hours, as described below.

Each child from a contiguous country—Mexico or Canada—must be screened by a CBP officer to determine if he or she is unable to make independent decisions, is a victim of trafficking, or fears persecution in his home country. If none of these conditions apply, CBP will immediately send the child back to Mexico or Canada through a process called “voluntary return.” Return occurs pursuant to agreements with Mexico and Canada to manage the repatriation process.


So no, they don't automatically get to stay just because they're kids.

And it really makes no sense to me why the Right Wing media is making such a big deal over the amount of money the government budgets for dealing with this humanitarian crisis. What would they have us do, budget zero money for the protection of children? WHat would ajax do with them? Shoot them? Deport them immediately? Deny them basic rights? No matter the option, it still costs money, and the increase in funding is a result of the increase in immigration. It has nothing to do with Obama deciding on a whim that he wants to spend more taxpayer money taking care of illegal immigrants. This is just wrong headed. And we're talking about a fraction of a fraction of a fraction of the Federal budget, and no matter who is President the fact is money is going to have to be spent to deal with the problem. Personally I am happy knowing my tax dollars will be going to the protection and care of children; not so happy about funding the neglect or slaughter of children, which is the result of many Right Wing policies we're forced to pay for to the tune of more than a $1 trillion. And we're bitching and moaning about a measly $1 billion to help children just because they're brown?

Does it matter that roughly 60% of them are victims of trafficking? Ajax envisions these silly scenarios where "their parents" are sending them over in some devious plot to gain citizenship for the whole family. And they're paying thousands of dollars to do it too! What a joke. Go ahead and list all the examples of Mexican parents who gained citizenship after their children managed to get asylum.

I thought about your question as I was reading this article. You can skip to the end of the article where I highlighted to get the gist of it.

Two-Year-Old Honduran Toddler Abandoned by Smugglers in Texas at Border
A two-year-old toddler was found by U.S. Border Patrol agents wandering near the Rio Grande River in Hidalgo, Texas. This is the third time in ten days a toddler or minor has been abandoned by smugglers in this sector.

Border Patrol agents went out to rescue the little boy after discovering him wandering alone, information provided by the Border Patrol to Breitbart Texas revealed. When the agents arrived the boy was with a group of 13 other illegal aliens who had recently crossed the border. The agents took the toddler into custody along with the other 13 individuals.

Border Patrol agents observed the little boy wandering along the river area by himself, Border Patrol Supervisor Marlene Castro told Breitbart Texas in an interview on Wednesday morning. A group of immigrants later came upon the abandoned child and took him under their wing to ensure his safety, she said.

The abandonment of these minors by smugglers appears to be a new and very disturbing trend. “I haven’t seen this before,” Castro said. “This is the third time in ten days. I hope this trend stops soon.”

The area is very dangerous for anyone, but especially for a small child. Alligators and coyotes are often seen in the area and poisonous snakes are common.

Agents learned that the little boy had been smuggled into the U.S. by himself and was left along the river road by the smuggler. The group later came upon the abandoned child and took him into their protection.

A search of the toddler revealed a Honduran immunization record and a paper with the child’s parents’ names and phone numbers. The mother was eventually contacted and the child was processed by officials. “He is no longer in our custody,” Castro confirmed.

Just last week, a two-year-old little girl was also abandoned by smugglers near the border town of Mission, Texas, just a few miles away, Breitbart Texas’ Ildefonso Ortiz reported. In that case, the smugglers handed off the child that was being smuggled without any parents or family members to other immigrants they had just smuggled over the border. The little girl had a name and phone number written on her white t-shirt with a black marker.

The child was later discovered to have a Salvadoran birth certificate. She was later placed into foster care.

The following day, Ortiz reported about a 13-year-old girl who had to be flown by a helicopter after being found near death in a ranch near the Falfurrias Checkpoint. The girl and her 15-year-old sister had been abandoned in the brush. They had been wandering for 5 days without water.

Supervisor Castro told Breitbart Texas on Wednesday that the last she had heard, the ventilator had been removed from the girl and the hospital was testing for brain damage. She said she did not know any more about the girl’s condition at this time.

This news comes as Border Patrol agents are reporting a new flood of foreign minors pouring into the U.S. Breitbart Texas Managing Director Brandon Darby reported on Tuesday that the numbers of Unaccompanied Alien Children was similar to the crisis that hit the region in 2014.

“We are flooded with about 600 unaccompanied minors and family units in one station in the RGV Sector alone,” said Border Patrol Agent Chris Cabrera, who spoke to Darby in his role as a spokesman for the National Border Patrol Council. The RGV Sector (Rio Grande Valley) has nine Border Patrol stations in total.

“We haven’t seen anything like this since the summer of 2014. The flow is increasing at an alarming rate. If we don’t do something to stem the massive influx, we will likely see numbers that eclipse those of 2014,” said Agent Cabrera. “The cartel groups are tying us up on one end with the family groups and running their narcotics because we are caught up doing babysitting duties.”

We already knew the Coyote's weren't nice people.

Building a Berlin style "wall" won't deter them anyway.

I think the question is what kind of parent hands their two year old over to smugglers to help him illegally immigrate to another country. It also gives us some perspective on how toddlers wind up on the border unaccompanied.
