If Trump builds a wall in the sky, who will pay for it?

A controversial plan to create a “wall in the sky” to reflect sunlight could win support from the Donald Trump administration because it appears to offer a way to keep burning fossil fuels while reducing global warming, campaigners have said.

Trump probably isn't worried about the details of how a big beautiful wall can float in the sky, because it just sounds too awesome.

You can bet your bottom dollar that no one in the fossil fuel industry is going to volunteer to help pay for large geoengineering projects to mitigate the damage done by our massive dependence on fossil fuels.
No precept or claim is more likely to be false than one that can only be supported by invoking the claim of Divine authority for it--no matter who or what claims such authority.

Are we going to cede the Rio Grande to Mexico now? Otherwise we'd have to build it on Mexican territory.

Too late; Drumpf's Interior Secretary already wants to do it.
