It's an interesting argument. It might be true, but...ask for examples. Laws and regulations are very particular things, just like contracts. Details, details. A law or regulation that saves your life or your business might look ridiculous to others. Your sacred cows are someone else's hamburger. Saying that we should start slashing randomly makes no sense, functionally or legally. What you'll often see are organized interests that will improve their profit line by the authority bending things their way--and away from benefiting others.
