I am very confused by this statement. Which of the 15 apostles disagrees that Tithing is a requirement to receive saving ordinances? Which of them would disagree that Tithing is doctrinal teaching and requirement to qualify for the blessings of eternal life?

This statement is loaded with problems which unfortunately culminate in church leaders being unreliable sources of doctrine and policy.
I don’t get the tithing comment either. According to the article mg linked to earlier in this thread:
Doctrine is what the current prophets, seers, and revelators are teaching. They include eternal, essential truths necessary for our salvation...
On LDS.org, the nine basic doctrines of the Church are listed...
And in the nine basic doctrines , “pay a full tithe” is part of Doctrine #9.
Also, from the lds.org site, under Doctrine 7:
Some ordinances are essential to exaltation and are called saving ordinances....
Other saving ordinances include ordination to the Melchizedek Priesthood (for men), the temple endowment, and the marriage sealing (see D&C 131:1–4)....
So marriage sealing is “essential to exaltation.”
From Doctrine 8:
Marriage between a man and a woman is ordained of God....
The earth was created and the gospel was revealed so that families could be formed, sealed, and exalted eternally...
So if we can take this lds.org Doctrine page seriously, it’s pretty clear that lgbtq policies are not ‘just policies’.
