Operation "Not Forgotten"
Nearly 40 missing children rescued during Georgia sex trafficking bust
ATLANTA — More than three dozen children are now safe after being rescued during a sex trafficking bust involving state and federal agents.
Channel 2′s Gwinnett County Bureau Chief Tony Thomas learned that the bust, dubbed “Operation Not Forgotten” spanned 20 counties around metro Atlanta.
For two weeks, U.S.Marshals Fugitive Hunters and other agencies scoured north and middle Georgia looking for missing and exploited children. In all, 26 endangered children were recovered and another 13 missing children were found.

Unbelievable that this type of crime is still pervasive in our country. Is there culpability in thise who publicly seek to normalize such behavior? Do those that openly want to desensitize and decriminalize these types of actvities deserve to be criminally liable? Is there a moral or legal justification in punishing the spectator for the words of the speaker?

Yep, and they are overt rationalizations and primarily work toward my before mentioned charges.
And the bill, while offering multiple court determined exception for the exemption (as all laws do) it does specifi ally call for an exemption as stated in my post
To quote:
This bill would exempt from mandatory registration under the act a person convicted of certain offenses involving minors if the person is not more than 10 years older than the minor and if that offense is the only one requiring the person to register.
Understandably that question has a broad net, but specific to this context - take the author of a cited article that claims to be a pedophile who has never "acted" on his desire. But his lack of action is used to justify the ability to view child porn. So while he does not perform the act, he certainly condones, supports, and even publicly supports the products of that act (either real or imaginary products). Sure, I’m happy you took the time to flesh out your position. I’m in agreement that the attempted normalization of pedophilia is degenerate and ought to be met with tough opposition.

Authorities located 123 children in the Wayne County area, which includes Detroit, as part of the one-day sweep last month.
The U.S. Marshals Service said Operation MISafeKid placed an emphasis on locating missing children who were victims of sex trafficking.
The one-day initiative, which took place on September 26, recovered 123 of the 301 children that had been reported missing in the area following weeks of investigations.
All of those children were physically located and interviewed about potentially being sexually victimized or used in a sex trafficking ring during the time they were missing.
Authorities discovered three cases that were related to sex trafficking and one homeless teen who had not eaten anything in three days.
