20 years ago, the one and only 3 months of my life that I spent on church welfare, we were virtually commanded to NOT use other local resources. When I finally ditched the bishop's storehouse and went on food stamps to salvage what was left of my pride (I know... pride's a sin, but at least with food stamps, I didn't have Deseret brand food in my pantry so my friends and neighbors wouldn't know we were on welfare), we'd go shopping late in the evening, so no one in our ward would be in the store. I did love Deseret beef stew and raspberry jam, though.

I have never seen anyone sent packing when my ward and stake were in a deficit. We continued to assist with food, rent, utilities and so on. President Monson always says if a leader is to err do it on the side of generosity.

Yes the Church has changed its tune on government assistance based on the fact that members do pay taxes and resources should be used. In my ward there is usually a person or couple called to be the specialist on local resources and help members that need more long term assistance or other resources beyond the ability or means of the ward get plugged into.

God has the right to create and to destroy, to make like and to kill. He can delegate this authority if he wishes to. I know that can be scary. Deal with it.
