I don't know. The books aren't open. From my albeit cynical point of view, I'd say... nowhere. If there aren't enough FO funds, the poor go begging... but hopefully that's just my cynicism talking.
Oh and of course local resources are attempted to be used when they are available. This is common as well.
20 years ago, the one and only 3 months of my life that I spent on church welfare, we were virtually commanded to NOT use other local resources. When I finally ditched the bishop's storehouse and went on food stamps to salvage what was left of my pride (I know... pride's a sin, but at least with food stamps, I didn't have Deseret brand food in my pantry so my friends and neighbors wouldn't know we were on welfare), we'd go shopping late in the evening, so no one in our ward would be in the store. I did love Deseret beef stew and raspberry jam, though.
