You are not God. It is not up to you to decide the eternal fate of another individual. It is God's...and God's alone.
We are all stewards of ourselves and our families. We make judgments based on what is best for ourselves and our families. It is our responsibility to select activities and associations which will benefit those individuals, and avoid associations which will cause harm.
However, it is NOT within our scope to condemn random people.
It is true that as a worthy priesthood holder for your family, you hold certain judgmental jurisdiction for your immediate family. If you hold the calling of a Bishop, you are "the father of the Ward", and hold certain judgmental jurisdiction over your ward
while you hold that calling.However, if you choose to execute unrighteous dominion, or take it upon yourself to judge others when you have no authority to do so, then Matthew 7:1-5 most definitely applies.
How long has it been since you have read the Sermon on the Mount, BC?
