It is not easy to be one hundred percent sure of the meaning of one liners. I think that at about 93 percent chance, the intended meaning was a direct and fully conscious rejection of the idea of unconditional love. I suspect the speaker may view unconditional love as a liberal distortion. (or the comment from an Armenian tweeking the nose of Calvinists).
Even though I am somewhat liberal theologically I find I view the phrase unconditional love as problematic.
