You could argue that but it removes the culpability of Congress in this act. At the end of the day they are supposed to own the purse. Just because they neglect their duties and wish to pass the buck to someone else doesn't mean they shouldn't be held to account. I'm not saying the president doesn't own some part of it (I don't read RI as saying that either) but it doesn't mean Congress gets a free pass either.
By no means am I saying that the GOP congress at the time the tax cut bill was passed wasn't culpable. I'm just saying that it was the only thing they got done in Trump's first two years when the GOP had control of the house, and a lot of that is on Trump.

Fair enough, perhaps I'm just overly sensitive to the general sentiment in the public to let congress slide. They've spent so long passing the buck that we largely just accept it.

To be fair to the 115th Congress they did have some solid criminal justice reform but also repealed some Dodd-Frank regulations and had 2 separate funding gaps. There is obviously some other piddly stuff but lest we forget such an impactful group ;)
