Well, one could argue it passed Congress because they knew Trump would sign it. I don't really recall them passing much else during Trump's time (other than COVID relief, and of course, the Democrats had the house by then).

Fair enough, perhaps I'm just overly sensitive to the general sentiment in the public to let congress slide. To be fair to the 115th Congress they did have some solid criminal justice reform but also repealed some Dodd-Frank regulations and had 2 separate funding gaps. There is obviously some other piddly stuff but lest we forget such an impactful group
