From Wikipedia on opium wars which you are probably remembering, The Boxer rebellion was a bit later. Even in longer discussions I do not read of opium being an important consideration then. Legalize drugs even (to some extent) to get rid of the black market.
But there are some drugs, like Fentanyl, that should not be considered drugs. They should be considered chemical weapons.
