The out-group disparity is also well known to be a consequence of testing biases and socioeconomic status, but is often suggested by a racist/incompetent fringe to be driven by hereditary factors or irrelevant cultural differences that dogwistle racism. The quote in question comes more from the Charles Murray "Bell Curve" tradition rather than a psychometric professor simply pointing out that the WAIS isn't appropriate for drawing valid comparisons between native and ESL English speakers or noting that ethnic minorities perform much better when tested in a more racially relaxed environment.
Thomas Sowell does write competently on this subject, if I recall, but your namechecking him doesn't erase what this quote means in context. The broader argument the quote is making is that Hispanic immigrants were disproportionately from the low IQ segment of their native countries, and since IQ is partially heritable, are likely to have low-IQ children. He argues this is why there exists a persistent Hispanic underclass - Hispanics in America and their descendants are, on average, inherently dumber. He explains Hispanic-American subculture and political preferences in terms of low-IQ.
