So?

The one thing Republican politicians understood from recent elections is that they have to start doing things to attract the minority vote if they expect to stand a chance in future elections.

But how do Republican voters feel about this bill? The Tea Party is protesting the hell out of Marco Rubio for his support for it, and so is the Heritage Foundation.

Mr. Graham is critically short on two fundamental personal attributes: educational background and intellectual honesty. Without these, any question of serious analysis of such subjects is foreclosed, and taking him seriously precluded when his name appears as author of a post.

The broader argument the quote is making is that Hispanic immigrants were disproportionately from the low IQ segment of their native countries, and since IQ is partially heritable, are likely to have low-IQ children. He argues this is why there exists a persistent Hispanic underclass - Hispanics in America and their descendants are, on average, inherently dumber. He explains Hispanic-American subculture and political preferences in terms of low-IQ.
