It may be because we live in a different time than the Old Testament. The New Testament contains no hint of God-commanded killings. That is that the New Testament hints that such is no longer the way God would deal with things. The parable of the Good Samaritan is another hint that kindness should extend to people of other religions too.
So why couldn't God change it back to the old way? I don't know, but I think it's because the New has replaced or rather fulfilled the Old. We will not go back to the old way.
So how do we justify the Old? I'm not sure I do. Actually, I kinda doubt it happened the way it was written. I just can't imagine it important to slaughter little children. I grant that sometimes the deaths of innocent children are a tragic consequence of war, but I cannot imagine that it is ever justified to purposely seek out and kill them. If it comes to killing children, I will leave that work for God to do Himself.

The New Testament doesn't talk of God-commanded death, unless of course you count Ananias and Sapphira. But the Book of Mormon does (Laban).
Purportedly during the reign of the Babylonian puppet-king Zedekiah, right after the Babylonians had finished off conquering the kingdom of Judah and while Jeremiah was traipsing around doing his prophet thing. Not exactly New Testament times.

None that I'm aware of. However, the Book of Mormon indicate that was prohibited for a time even back in Old Testament times. It seems to be something not explicitly limited to Old Testament times.

I think it's ironic that in the Book of Mormon section dealing with polygamy (where it says if the Lord wants to raise up seed he'll command it) it says that the Lord wasn't happy because of the broken hearts of so many young women who suffered due to the sexual sins of some of the men. That's in the same verses discussing polygamy, and that it was apparently being practiced contrary to the Lord's will. Now go read the writings of girls like Helen Mar Kimball about how heart-sick she was about the prospect of entering a polygamous relationship with Joseph Smith, and tell me if that doesn't ring a bell. Ding ding ding ding ding!

Because Genocide seems to be limited to Old Testament times. Can you find an example of God-commanded genocide in the Book of Mormon or the Doctrine and Covenants?
Furthermore, I have big doubts that genocide as such was something God ever commanded. I can see Him commanding people to fight wars and defend their rights and families or to kill disobedient adults in the Old Testament.
