I think Kevin was probably using a bit of hyperbole. He's a really bright guy in my opinion, and this doesn't sound like an evidence or argument that he would normally brandish.
Yes, hyperbole to the max.
If there were really 700 consistent geographical references, then apologists should be able to construct a detailed map. Maybe like Hyboria, constructed from the writings of Robert E. Howard, creator of Conan the Barbarian:
