Gotta agree. Blessings were promised to tithe payers, but I don't recall a threat being issued to non-tithe payers.

I think SWSU referring to the fact that temple recommends are denied to non-tithe payers. It's a sort of denial of blessings when you can't see your children getting married because you haven't paid tithing.
