You seem to insinuate that the church isn't really saying "talk to your bishop first" because it isn't actively going after people who don't. But it isn't actively going after people who don't pray about it first, either. Yet, clearly, you're supposed to pray about it first, and just as clearly, you're supposed to talk to your bishop first.

If the Church was directing people to talk to their Bishop about such a thing then you would be right. However, I have been an active member in the Church for 23 years and I have never heard counsel to consult with your Bishop over such things from the pulpit or in the classroom. The only reference we have is in a book that is supposed to be restricted to a few Priesthood leaders. How in the world can everyone be 'supposed' to talk to their Bishop if virtually no one knows they should?
I find it humorous that people are complaining that a restricted book is commanding members who have no access to the book to do something. It's preposterous. The Church knows how to get the word out if they want to. They must not be that concerned about it.
