Well I am willing to give him some slack. But even as a questioning Mormon I am commanded to forgive everyone...period so I am happy to do so. I am not perfect at that but I try hard. I think it is a good practice.

Aside from that, have I (and the authorized citations I shared) incorrectly stated LDS doctrine? Does or does not true repentance, under LDS theology, require abandoning the behavior?
Since you understand LDS teachings better than anyone else here, but your own estimation, this should not be a difficult question to answer.
Coggins probably will avoid answering this question, because he knows the answer creates problems for him. Yes, abandoning the behavior is a prerequisite for true repentance under LDS theology. So if Coggins repeats the behavior yet again, and his own post seems to indicate recognition that he will likely do so (time for periodic apology yet again), we will know that his repentance was insincere.
