Yes, this can look scary. There are various afflictions that can cause this phenomenon, Bell's palsy, tumour and epilepsy or other neurological injury or condition among them. The simple explanation is that some abnormality is causing pooling of the saliva and/or an inability to swallow it (as in facial muscle weakness caused by Bell's palsy or many other types of neurological problems or throat muscle weakness, etc).
While it may come across as froth from anger or other strong emotion it may not be and likely is not. It is also not likely to be an expected symptom accompanying the basic mental illnesses, to put that stereotype to bed.
If you see a person foaming at the mouth, literally, they could be having a seizure (some last only seconds or a minute or so) or they could have a simple neurological condition like Bell's palsy (which if treated with prompt dosage of appropriate meds, full neurological recovery can often occur or it can spontaneously recover in some people). This is more likely than that they are a scary psychopath who is imminently homicidal.
However, accompanied by the threats as stated, I would hope the person could get help and that no observers would feel overly personally threatened. Precautions would be wise, though, but also spare a thought for the afflicted one, that they likely need some medical and/or psychiatric intervention in the scenario described. Often when a person has a seizure they may not even be aware of it, especially if it is short. Memory loss or lack of awareness is common. I hope this person received some skilled care.

I honestly believe if the Rotunda from Down Undah ever found himself in possession of a rifle, and could get away with killing Mr. Scratch, that he would do it. No one says that kind of violent thing without it having it in one's character.

I went shopping. It was great fun. We bought a washer, a dryer, and a refrigerator (for my daughter's new house), storage bins, sweatshirts and tee shirts (for 14 of my children and their spouses), shirts for hubby (Van Huesan was having a 70% off sale), and groceries.
