The decendents of Lehi are to build the New Jerusalem.
Others tribes will be rebuilding the Temple in Old Jerusalem as soon as we get the messy business of tearing down the Dome of the Rock over with.

who is "we" - does the LDS church have a plan.

Of course they have "A Plan". It is in the vault in Little Cottonwood Canyon, or in the White Ramiumpton in downtown SLC, or the First Presidency Vault. If they can't find it it is because an enchanted spirit or a white Salamander has hidden it from view and they need new consecrated shovels to dig a bit deeper so it is viewable. Either that or the lawyers are still reviewing it for accuracy and liability.
