It's debatable.

From the LDS.org article on Godhead:

The Church's first article of faith states, "We believe in God, the Eternal Father, and in His Son, Jesus Christ, and in the Holy Ghost." These three beings make up the Godhead. They preside over this world and all other creations of our Father in Heaven.

Nothing about an exalted woman in there. If there is someone who can properly be called "heavenly mother" who is a "god," apparently she is not part of the Godhead nor does her job description include presiding over this world.
"It seems to me that these women were the head (κεφάλαιον) of the church which was at Philippi." ~ John Chrysostom, Homilies on Philippians 13

She has to walk two steps behind the Mormon men gods, and keep her head down.

Actually, it's like she is more in charge of taking care of many of her children in heaven, whereas he is more in charge of instructing those on Earth.

'More' meaning mostly.

And that is why I am not Mormon, TAO.

Then why no mention of her in the godhead?

Because the directive of the Godhead is to provide help to those on Earth, leading them to exaltation hopefully. Her directive is different. But just as important.

Perhaps one day you will look at it differently, that you might.

Why? Why would a divine being place within me a fine intelligence only to condemn me to life of rote reproduction? Why would the talents I've magnified on my earthy sojourn count for not? Why would I consent to worship a being who seemingly cared little for that which makes me myself, who sought to limit my eternal capacities? Better to rule to Hell than serve in that Heaven...

Wait. How's that? I guess I'm not looking at the verses the right way... Or I'm not looking at the right translation or something...

Oh come now, she is spoken of as a goddess.

However, like all the other infinite number of gods in the Mormon pantheon, don't worship her.
