What is the name of the shareware program? I used to have a piece of software that was free that simulated watercolour, oil, charcoal, etc strokes, but I can't recall the name.

GIMP is a fairly good free drawing program which includes options to add various effects to your drawing.

I have new respect for Drs Scratch and Shades after trying to work with Microsoft Paint myself on my office PC. It was so aesthetically crude and limited, I could only draw thews.
