Critics don't even know and can't even get the BASICS right for anything related to Mormonism.
1. Fair/Farms are two completely separate and different organizations.
2. Neither are "affiliated" with the Church in any way.
3. FARMS (now the Neal A. Maxwell Institute for Religious Scholarship) is only "loosely" associated with the Church in that it's an arm of BYU's religion/scholarship departments. Colleges of the Church however are not the Church, so even it is separate and is not ran by the Church. It is a religious scholarship group ran by BYU.
4. FAIR is an entirely "private" non-profit group ran by volunteers who are simply members of the Church (a few also not). It's a group that started with the Internet age, seeing that there needed to be an LDS presence of scholarship on the web, said group was created to combat anti-mormon misinformation. Thus, this group also is not ran by the Church.
5. Therefore, neither group is located at the Church Office Building. NAMIRS is ran out of BYU and FAIR is simply ran out of a Computer Server or two that volunteers mostly who are members of the Church run and operate.
