I think if there was a clear policy regarding the reporting of crimes by Bishops they should have made some contact to legal authorities.
In the handbook I had when I was a bishop (now replaced so I do not know if this has been changed) it said that with abuse issues you were to contact the church hotline. Each state is different and the Church has experts on the legal issues as to what a bishop should should not say to authorities on a state by state basis.

In Arizona, an adult can receive up to 12 years for attempted sexual misconduct with a minor for a first offense. As I recall, Second offenses or actual sexual misconduct can be a max of 25 years. Arizona is serious about it's child sex laws.
My head is spinning as to why the Church of Jesus Christ of Latter Day Saints legal department did not immediately notify the local law enforcement to launch an investigation. These matters are dealt with discretely until a preponderance of evidence is brought forward and the aledged perps are charged and arrested. Lawsuits against the state are staggering when they get this wrong (and rightly so) and the state understands that. I find it dispicable that this church withheld such information whether the minor continued to be abused or not.
In the United States and Canads , the Church has established a help line to assist stake presidents and bishops in case of abuse - - These leaders should call the help line if they:
1. Becmoe aware of physical or sexual abuse involving Church members.
2. Believe that a person may have been abused or is at risk of being abused.
3. Become aware of the viewing, purchasing, or distributing of child pornography.
If confidential information indicates that a ember's abusive activities have violated applicable law, the bishop or stake president should urge the member to report these activities to the appropriate governmenet authorities. Leaders can obtain information about local reporting requirements thrugh the help line. Where reporting is required by law, he leader encourages the member to secure qualified legal advice.
To avoid implicating the Chruch in legal matters to which it is not a party, Church leaders should avoid testifying in civil or criminal cases or other proceedings involving abuse. For specific guidelines, see 17.1.26

Why me, I am not sure of the exact happens other than at one the parents met with the Brock, and a Priesthood leader, the victims parents asked S Brock if she was molesting the victim, S Brock said no. The victims mother then threw a cell phone at her and said "what about all those messages". The husband of S Brock took the phone and hid it, and even denied to the police that he had it. Some time before the arrest S. Brock was seeking legal counsel for what she thought was a coming arrest.
I really feel like I am taking crazy pills, the parents suspected molestation about a year before the arrest - and if I am reading the law correctly they should have reported it to the police.
The reports indicate that S Brock confessed to her Bishop, what prompted this "repentance" i do not know.

Inconcievable, while Az might have stiff punishments any states which allows child molestation happen under the guise of "clergy exemption" is not a state that is serious about child molestation.
Back in 2002 - 2003 it came out that the Head Catholic Bishop in Az knew for years, years, and years, about Catholic priest molesting kids, and all this bishop did was just keep shuffling the preists around.

I understand that the media is reporting that AZ may have a "clergy exemption". I was under the impression that for the past 15 or so years it did not. The media may just be lazy in their fact finding (or I might be).
I find it deplorable for the LDS church to attempt skirt the issue by pointing to the horrific behavior of the Catholic church. There have been a few Mormons blabbing on local talk radio this week attempting to trivialize the church's culpability.
Susan's husband Fulton, KNEW about the sexual relationship that she was having and not only did he not report it, but he stayed with the woman, and tried to hide the evidence of it!
Was he part of the relationship? Perhaps in some sick perverted way he enjoyed the fact that his wife was doinking a teenaged boy?

I would say that you are wrong and that you need to report it. Now if this person would say to me, that I need to report it, I would say that I would need proof. If there is no proof, I may be reporting an innocent person and then I would be in huge trouble.
