The parents perhaps should be charged for not reporting it immediately.

Mandated reporters are not required to have proof before they call in suspected or reported abuse.
Hell, most states have a hotline where you can anonymously report abuse and neglect.

Proof is for the investigators to find.

The Police investigators would vote 'Yes'

After the fact, a church spokesperson claimed LDS leaders were 'instrumental' in bringing about justice -- but in the report, the detective says:

"As of this writing, I have seen no evidence to support that any member of the LDS Church either in Arizona or globally has contacted the Chandler Police Department in this case."

The detective says leaders had a credible reason to contact police -- instead they called church attorneys.

Chandler Police have recommended charges against church leaders, but the Pinal County prosecutor decided not to pursue them.
