You simply can't have soldiers on kitchen duty showing up on the artillery range just to hear things go boom. Every one would want a kind Bishop or to go where they have inspiring speakers. Chaos everywhere with chipmunks and wolverines cross breeding.

Good point, Mok! Can't have the poor wards mixing with the rich. It would mess up the social strata.
