Church Handbook on LDS.org -- Click on Book 1 and get Book 2

If you go to this page:

http://LDS.org/manual/handbook?lang=eng

and click on Handbook 1, it automatically takes you to Handbook 2.

Why show everyone a link to Handbook 1 if they can't access it? Is the Church trying to make it appear that they're not keeping Handbook 1 from members?

I believe that Bishops and Stake Presidents can actually access Handbook one online if they sign in. So why offer the Handbook 1 link/icon to everyone else, and why not take those who can't access it to a page requesting them to sign in instead of to Handbook 2?

If Book #1 has any embarrassing or easily misunderstood procedures then it makes sense to hide it from the general public. Coors Brewery has no overt mention of their asbestos filtering process for that very reason.

Nothing could be further from the truth. The procedures are not generally available so as the members will not second guess judgements that have to be made which really don't concern them. But frankly, if you're looking to set up a stake and some wards, then book 1 is for you.

I actually believe the Church is true. This is about constructive criticism of something I thought was dumb. Although I am a TBM, I still find plenty of things to criticize. Here's another petty example -- Deseret Book's "Deseret Bookshelf" app for iPhone, iPad and iPod doesn't include "real" page numbers in the text of the books made for it. I realize that the pagination changes depending on type size, screen orientation, etc., but why not include the page numbers from the paper editions in the text in brackets? Is that too hard for them to think up? The app does have shifting location numbers called page numbers, but they don't match the paper edition numbers, so are useless for research or citation purposes. The Deseret Bookshelf books are pretty expensive as well; To The Rescue, the Thomas S. Monson bio, costs $19.24. Amazon has used hardcover copies for as low as $24.98, so why would I pay that much for just an e-book that costs Deseret Book next to nothing to copy and distribute?
