Young couples preparing to go to the temple (or seeking to be married by me) typically came to me several times for counseling and interviews. Typically at their request, sometimes at my request.
I counseled with them over a whole range of issues, certainly not limited to "race" -- which was only rarely relevant.
That's what bishops do.

I didn't "lecture" them. I think you could ask any of my "parishioners" who came to me for counseling and they would find that verb inappropriate. Nor did I seek to "scare" them.
And "punting them off"? It's true that, when they married, they left my singles ward. Would you prefer that I stalk them for the rest of their lives? Wouldn't that then kick in your alternative attack strategy, according to which I "meddle" in the lives of others? Nonetheless, I was usually in close contact with them right up to their weddings, when able to do so attended their weddings and their receptions, and, in more than a few cases, have remained in contact with them since (mostly at their initiative).
