HAH!! The letter doesn't mean a DAMN thing!! The church will do whatever it wants (and ALWAYS leans towards the full-tithe paying member).

Bishops are supposed to be inspired by God through the Holy Ghost - if true, he wouldn't have needed your letter, the Holy Ghost would have prompted him not to give the recommend.
Not sure if this is a black mark against the Bishop or yet another one against The Holy Ghost.

why me wrote:These guys are only human. Or your daughter or you are remembering it wrong in context. I can see a bishop telling a daughter that it is difficult because her dad is no longer active and all such things can not be verified. But even then, it becomes whose word is believeable. And this is what a bishop would want to avoid in a ex-spouse spat.

The GAs must accept what the woman was saying. They can not contest it without proof. Also, in divorce cases all kinds of crap is said about the other. The local leaders do not want to get involved in domestic spats between exes. However, all lies are between that person lying and god. And that is the way it should be. If not, what we would have is the LDS church getting involved in all sorts of crap from formerly married couples.
