Anytime an adult is with a child or even if adults are with a child, child abuse can happen. The only solutions are to do away with all sports camps, swim clubs, track and field practice, basketball practice, football practice, sunday school, school in general and on and on it goes.
You are making ridiculous giant leaps that don't even make sense. First of all, track teachers, basketball coaches, soccer coaches, etc., are normally emplyed by the schools and have to go through background checks and training as part of belonging to the US Department of Education.
And, although it is true that all incidents cannot be prevented, there is nothing wrong with putting in some measures to help improve the safety of children.
Frankly, why not have the bishop ask about previous pedophile experiences? If they can ask about masturbation, why not ask about something that concerns the safety of our children? Of course, there are ways to ask these questions that are diplomatic, and non-threatening.
The way I would ask the question would be as follows:
Brother or Sister ______, we are thinking about calling you to teach in the primary. As you know, there is nothing more precious in the Lord's eyes than our little ones, and the safety of those little ones. As a steward for the ward, I need to ask you the following questions. Have you ever been convicted of a crime which involved the emotional, physical, or sexual abuse of a child? Have you ever participated in any type of situation where you were emotionally, physically, or sexually abusive to a child?
I don't think there is anything wrong with this line of questioning.
