I can think of no better way to foster sexual dysfunction in marriage than by following that paradigm.

You didn't read the article did you? Did you know the Pres Kimball admitted that the majority of divorces were casued by sexual problems a.k.a. sexual disfunction! Ironically, the church has been a major cause of sexual disfunction. Trying to totally supress sexual desire is impossible and will make a person sexually disfunctional. I agree with the church's stance on fornication and adultery. Making covenants is good. It helps us learn how to love and prevents exploitation etc but it is unnecessary and unhealthy to try and totally supress sexual desire.

The complete shut down of the libido can occur. Not knowing how to achieve orgasm can occur. Inability to enjoy healthy sexual expression within a partnership can occur.

Alcohol and sexual expression are two very different things. They are so different that it is not useful to try and relate them.
The church asks far more than abstinence. They ask you to basically be asexual, yet you are somehow supposed to find a mate and get married.
No "passionate" kissing No "arousal" of any sexual feelings at all No body contact-clothed or unclothed No masturbation
The church uses shame, guilt and public humiliation to keep people in line...or at least pretending to be in line.
If people were not taught misinformation about human sexuality there would be no teen boys suicidal over masturbation urges. There would be no women divorcing their husbands because he wanks off in the shower. Maybe there would be fewer sexless marriages, as well.
The church sets people up for unrealistic and unhealthy expectations about sex. Humans have a difficult enough time navigating sexual relationships as it is.

Strongly tied to the sacred, private parts of the body are powerful emotions intended to be used within the covenant of marriage between a man and woman in ways that are appropriate and acceptable to them both. These emotions are not to be stimulated or used for personal gratification outside of the covenant of marriage. Do not touch the private, sacred parts of another person’s body to stimulate those emotions. Do not allow anyone to do that with you, with or without clothing. Such practices would undermine your ability to be inspired by the Holy Ghost in the vitally important decisions you must make for your future. They lead to binding addictions and grievous transgressions.
Satan knows that those powerful emotions can be aroused by things you could see, hear, or touch. When stirred, those emotions can be used to lead one to destructive experimentation, then to serious transgressions.
