It depends on the age. I would say yes to young adults, no to youth. I don't think that youth have the senses to control their emotions when they are with someone else. And masturbation is kinda tricky for youth. We had this discussion before.

I remember that I was in the foyer a few weeks ago. I saw this young woman and man getting pretty close to each other. They were rather closely together and she would bring her mouth close to his but not touch lips. She had these dreamy eyes when they would play this game.
I thought now this is rather strange but no one seemed to notice the action in the foyer. Of course, they are late young adults in age but I thought that they were going a little too far in church. Toddlers enjoy gentital play. There is nothing "tricky" about masturbation. We are lucky to live in a time and place where water and soap flow freely.
Oh, and you are not in line with the Brethren. They say no masturbation ever, at all.
Why do you suppose it isn't okay for teenagers to kiss and explore sexuality?
Why the hell did Joseph Smith marry teenagers if they are too immature to handle emotions and sex? Shouldn't God have, I dunno, warned him off?
